Any cure for chattering wipers ? Maybe my car....

is getting old (1995) and the wiper system is getting tired or my windshield is covered with grime and tar residual...
I put on new blades (Bosch Excel Micro...whatever...) and they would work fine for maybe a few days then the wipers would start shuddering, skipping (add your favorite description). I am not talking about streaking due to wear on the blades, it's the motion of the wipers, they just vibrate as they move across the windshield.
However, if the windshield is dry, they don't do that. I thought maybe the motor is getting weak so I lifted one of the wipers off the glass and to decrease the load on the wiper, but no, same problem when the glass was wet.
I tried:
Adjusting the angle of the blade so that it is perpendicular to the glass but little difference.
Steelwool and windshield polish on glass.
Shorter wiper (20" instead of 21")
Tightened the wiper holding nuts, they were a bit loose but no overall effect.
Rain-X on windshield, worked for maybe a few wipes...
I haven't tried steelwool with Bon Ami although I have a can sitting in my garage that I've never opened.
Ok, I'm ready to give up and drive the car on dry days only or time to get a newer car.... I used to own a Scirocco with a single wiper blade, cool looking blade but it did the same thing, drove me nuts.
Does any of those silicone blades work ? Should I try those or those fancy PIAA or TRICO blades ?
