The T25 turbocharger has a piston ring oil seal at the turbine which will always have a established gap(identical to engine piston rings).
If any oil levels or pressures are allowed to build within the turbocharger bearing housing, it will bypass these seals. The turbine oil seal could be worn and have an increased gap (typically beyond .013")which would allow for excess oil bypassing.
Before considering a turbocharger rebuild, you might check that the oil pressures/levels are not building within the bearing housing due to a restriction in the oil return line, very high oil levels (over dipstick max), or pos. crankcase pressure (make certain that the ventilation is ample and that your check valve is properly functioning).
