ACC problem probably fan resistor....

When you reinstalled your fan, there are two plugs you reconnected -- one being the fan itself, the other being the fan speed controller. That's the square object located on the top of the AC evaporator housing. Its job is to limit the current the fan gets when you have the fan set to off, 1, 2 or 3. It does this by creating resistance in the circuit. With full fan speed, it just gets out of the way and lets the fan run full blast.
An elderly fan running on shot bearings will pull more current than spec. Enough of this and your controller gets fried, which manifests itself as either full blast all the time or a dead blower.
I assume you tested the fan uninstalled by connecting it directly to 12 volts, rather than hooking it up to its connector, and the resistor to its connector, and testing it that way. That's why your results differ installed vs. uninstalled.
Fortunately the cure does not require you to remove all that crap and put it all back again. The controller comes out the top of the evap box, and you can replace it with a new or known good one, or if you search the archives there's detail about how to replace the fried transistor, itself a $20 part.
Of course, if your fan is not new, it's possible that it actually cooked the thing after you installed it, and might do the same to subsequent controllers.
