Sounds like your BPC is working OK - have a look at the loom connector as described by Mr Burns:

Depending on what you find out at ECM/APC connector to the computer - then I would strongly suggest unplugging the loom from the BPC until you can figure out why you are still at base boost. If you unplug the BPC from the wiring loom it should default to base boost (what you are running now). If not the same - you may have a lead.
It could simply be that your line to the wastegate diaphragm or the wastegate diaphragm itself are leaking. It could be your engine is still detecting (or thinks it's detecting) irregular knock and dialling back the boost correctly. Although I would have thought over time it would trip an Adaptation CEL.
Have you checked for correct pressure at the wastegate out line with a good gauge? I don't know exactly what it should be - but on my aero it seems it should be around or a little above 1.0 bar at full boost.
It could be that you have a vacuum line leak. If you remove line W from the BPC (unlimited boost) - do you get a sort of hissing when it gets close to redline?
I just did all my vacuum lines with some very nice Mavic cloth jacketed material and was very surprised to see how much the vacuum lines under the throttle body and behind the engine had dried out and cracked.
Some previous mechanic has replaced one or two lines with very cheap thin wall (perhaps washer line?) - so I pulled that too as I am sure it could flatten out under full vacuum.
