You don't have to blow cars into the weeds to check the turbo. Just watch the gauge under normal driving conditions- As Dean says, even under moderate acceleration, the boost gauge should go slightly into the yellow. That will tell you if the turbo is working at all.
If you can't check to see if you're getting full boost, there could be a host of problems with the car. You can usually hit full boost on an on-ramp, getting the car to highway speeds. You don't to do it on the local street.
If the owner won't let you drive the car on the highway, or check normal operation, FIND ANOTHER CAR!
