I would check the wire and connector at the temp. gauge sensor which is located on the engine block, below and left of the upper radiator hose inlet. There is one wire with a spade connector that clips to the little button shaped terminal on the sensor. Cleaning them with a wire brush may remove oxidation which interferes with the temp. reading. If this does not change the reading the sensor may be failng, easy to replace. The temp. gauge may be also defective, though very unlikely. BTW the thermostat does not determine the final coolant temp. The thermal switch in the radiator controls the temp. at which the fan comes on. Possibly the fan is running too early or too long.
