Salutations:
The used BPC is unlikely to cause "no boost" - it should only kick you to base boost or over boost (depending). However, if you still have your old one around I'm mooching them to work on a fix for both. I'll palpay for postage is you care contact me through my hobby site.
As to "no boost" - most likely your waste gate actuator rod has come loose or the actuator spring itself has failed. I have read about waste gates simply sticking open due to crud in the actuator, but that is rare unless your last BPC really came apart and dumped a lot of chaff down the waste gate line.
You should not be able to move the rod to the waste gate easily (if at all) by hand. If you can, then look deeper into the actuator. If you can't find a rod going to the turbo at the end of the center hose from the BPC - then you need a new actuator rod.
Don't let it go too long finding out exactly why - it gets more expensive to fix the longer it goes on without at least a band-aid.
