Erratic Idle speed, need some ideas

My '95 FPT has intermittant problems with idle speed control.
It only happens when at operating temperature, mostly when it is
relatively warm out, i.e. rarely in the winter.
The idle speed will oscillate between 800 and 1500 rpm every second or so.
I have replaced the AIC valve with a new one, and the symptom remain.
It appears that the AIC gets its signal from the ECU. My question is what
else, beside the AIC, is used to control idle.
When the idle is erratic, switching the AC on and off has no effect.
