That was a dirty trick used by the PO to get her to buy the car without knowing about an AC issue. There are no different "modes" for the AC. The system most likely has a leak, and the PO simply had it recharged each year when summer began. The leak will probably worsen over time, so its best to get it fixed.
I just had am AC leak fixed on my 900SE for $600...AC work isn't cheap and that didn't include any heater core job! $800 is a good price for AC work and a new heater core. I paid $1,000 for a heater core job alone.
Anyone can tell when a heater core is about to die at any time of year. If the thing is leaking, its pretty obvious that its going. You need to replace it, because if it lets go completely you'll have all the coolant dumped on your passenger side floor.
If you plan to do the heater core yourself, do lots of reading on it. Its a job many Saab novices won't do, let alone someone who's never worked on a Saab before.
The amount that the dealer quoted your sister sounds pretty good to me...Before you go calling him a "stealer", you should do some research on this BB about these very common 9000 issues.
