Quick questions about the turbo gauge and cooling

Hiya. I just bought a 96 Saab 9000 CSE (my first car). I'm learning the ropes here when it comes to cars, so I figured I'd ask here. Anyways, I've got two quick questions:
1. My turbo guage, well, it doesn't do anything. The needle is stuck between the yellow and white. Would I be correct in assuming there's some sort of leak somewhere? I know the turbo works because my friends and I were having fun with the car after disconnecting the blowoff valve from the intake to make loud woooshing sounds.
2. When I first bought the car, after I turned the engine off, I'd hear a what sounded like a fan of some sort for a little while, then it'd turn off. I just assumed this was some sort of normal cooling down process. Last night I noticed that when I turned off my car, there was no longer any noise. Should I be concerned about this? The car doesn't seem to be heating up any more than normal, and I can definitely see the radiator fan going while the car is running... is there anything else I should check for?
