The long bolts attach to a bracket that is mounted on the floor of the car (from the inside of course). This bracket is held in place for alignment purposes by two small (10mm I think) bolts. These little bolts are not needed once the long 13mm bolts are in place and tight. It could be that the 10mm bolts (one or both) are not attached to the floor/frame. This would result in your not be able to engage the long 13mm bolt into the mounting bracket.
You can access the bracket from inside the car by removing the carpet. This is a PITA, unfortunately, since you'll need to remove a seat and the center console. I suggest you take a utility knife and CUT the carpet where it goes underneath the center console, making it possible to remove only HALF the carpet (it comes as one piece across the front, a real pain to remove intact.
