Tensioner bolt snapped

Re. 1994 CS. I posted a message earlier this month with this problem. Helpful responses from Yaofeng et al. It now appears that the upper bolt holding the tensioner has snapped off-cannot get at remainder of bolt. Local mechanic is suggesting that he will need to remove the plate to tap a thread. Could damage head gasket while putting it back. Has anyone fixed this? If so how was it done ? Any suggestions ?
