This screw does nothing much bar help locate the disc/rotor so it lines up with the holes for the wheel bolts, and the other screw will do that anyway. You can drill off the head - the heat and vibration from doing this might even loosen the thread so you can get the rest of the screw out, or you can grind off the remains or just leave a little stud. Your wheel bolts will hold everything together.
