odd tire wear, bad shock?

ride seems fine on our 180K mile 1995 CSE but the right rear tire (20K miles and good tread depth) has flat spots alternating from left and right across the tire. the tires guys are hooking us up with no argument but they say it's not a bent rim or balance issue. alignment looks fine (as well as spining on axle) from my armchair quarterback point of view.
so the theory from the tire shop was bad shock...although he hadn't seen a pattern like this before. it is basically a flat spot "s" snaking back and forth along the tread pattern. his theory was the shock wasn't keeping the wheel on the road (lots of free way driving at 75mph) and it started a weird pattern that just got out of hand.
any experience or thoughts?
whos the best source to get shocks from our sponsors?
easy to do shocks DIY on 9000 rears or should i have my indie deal with it?
is there no chance this is a shock issue and the tire guys are just not admiting they balanced it wrong (or mounted it wrong!)
