I just replaced the VR/brush unit on my '92. The tech said to check the commutator rings for smoothness. If there has been arcing between the brushes and commutator, then the rings may be pitted or grooved, and a new brush set will wear quickly, just like new brake pads on grooved rotors.
I also noticed that among 3 sets of VR/brushes, output voltage varied between 13.3 and 14.1 volts (same battery)!
