Depending on the year, the dash illumination was on when the car was on, independent of the position of the light switch. Perfectly normal. It can be confusing, but that's life.
If the rear lights are on, what do you do to make them go off? Are they the parking lights or the brake lights?
Assuming the problem is the brake lights, it is most likely a sticky brake light switch. Not uncommon. The fix is to replace the switch. Not very expensive. It's mounted up above the brake pedal. The trick to replacing it is not to worry about the old one - it's broken, right? I just disconnect the wires, and knock the head off with a screwdriver. It falls out, and you can pop the new one in.
