95 cse fpt 5 speed - high idle

After putting everything together following the engine seals and chain guide replacemend, I can just feel as if the car is given a new life because the engine runs much smoother. Either that or it is because of the feel of the fresh mobil 1 in only 3,500 miles.
During drivetrain removal, the end of the throttle steel cable was locked in the plastic housing. I could not separate it so I loosened the nut on the throttle and removed the cam plate. The 95 has the cruise control cable on the throttle too so I removed that also.
I must not have put them back there way they were because now the engine idles at 2,200 rpm. When I start at 1st and goes through second and third, the engine actually revs down to lower revolution. My guess is I did not install the cruise control cable and cam properly.
I loosened and removed the nut on the trottle without the cruise control cable attached this morning before coming to work. It rev'ed normally. I thought that took care of the problem. So I re-installed the cruise control cable and nut. But the high idle remains on my way to work.
Does anyone have a picture of how the throttle should look at neutral? It is really embarrasing in stop and go traffice this morning that the engine races to 2,200 rpm. I wished I was moving all the time.
