In reverse order-
The foglights are difficult to access. You need to drop the horizontal plastic cover just behind the air dam. It is held in place with several bolts. Those bolts fit into metal nuts, and they like to rust up and sieze. But if possible, drop that panel. You can then look up and see a plastic box structure with a cover, and the fog light is behind that. Quite often I've seen the bulb is fine, but there is some rust on the light socket.
Rear back-up light. There is only one clear back-up light on a
97 9000, and it is on the right side. The one on the left side is the rear fog light, and it should have a red lens. That turns on with the dash switch right next to the fog light switch on the dash. When you press it, you should see a light indication on the dash. Push the switch once to turn on, once to turn off. It creates one bright red light on the left side of the car, good for poor visibility conditions - folks behind you can see you.
High beam - tougher to say. It could be a bad socket. I know I'm always confused by the front lights on the '97 - there are a few bulbs up front, and what I think is the high-beam isn't. But if you're sure it's the high beam, and the socket contacts look OK, open the relay box in the engine compartment and pull out the Lamp Control relay. It really isn't a relay, but the device that determines if a bulb filament is out. Spray the contacts with some electrical contact cleaner (Radio Shack, most autoparts stores) and stick it back in after it dries. See if that helps.
Does the dashboard Filament Out indication come on when you go to high beams? It should if it is truly the high beam headlight. If it's just one of the odd combinations of driving/daytime running lights, it won't.
