There are many, many things to check. Adjusting the boost level is the absolutely last thing you do, only after you have verified that everything else is correct, and that the wastegate has been improperly adjusted. The Trionic system is pretty sophisticated, and even if you adjust the boost level up, if something is wrong, the Trionic will adjust the boost back down.
The first place to look is the BPC on top of the radiator. Make sure that it is connected. Make sure that the hoses are connected properly. Not just attached, but attached to the right places. Again, check the archives - tons of data. I saw a nice CSE where the BPC hoses had been arranged so that the car only got base boost. Why, I don't know. The BPC should buzz when the engine is running. If it isn't buzzing, it can be a bad BPC or bad wiring (or bad ECU, but not likely). JUst because it buzzes doesn't mean it is working right, but buzzing is a start.
Things that come to mind are bad temp sensors, bad MAP (air pressure sensor), vacuum leaks, bad FPR, etc. But before that, do the easy stuff. It doesn't hurt to make sure that the spark plugs are the exact right NGKs, gapped per the manual. The Trionic uses the spark plugs as knock sensors, so the wrong plugs can cause major problems. Make sure the fuel and air filters are fresh. How do the spark plugs look? Does it look like you're running rich or lean?
Two basic reasons for base boost - something is wrong in the system, and it is defaulting to the safe mode. The other is that the engine is actually knocking under boost, so it is boost limiting. You can increase the fuel octane (as you did), but if the spark plugs are wrong, or the pistons/combustion chamber is carboned up, it still may be knocking.
