Could be two things. Either the brake cable is sticking inside its sleeve, or the handbrake lever at the caliper is sticking at the "brake engaged" position.
You don't need to jack up the car. Make sure its on a level spot and engange the transmission in 1rst gear (engine off of course!). Apply the hand brake. Then release the handbrake. Check the position of the levers at the rear calipers. If they are still in the "brakes applied" position, see if you can extend the brake cable, or see if its already extended. If it is extended (or extendable) and the brake is still engaged, problem is in the caliper. If you can't extend the cable easily, try using vice grips if need be. If the brake releases when the cable is extended, you need new cables.
I had this problem with my 93 CSE. Passenger side rear brake was locking up when the handbrake was applied. I disconnected the cable from the caliper to mitigate the problem until I got around to replacing the caliper. BTW, I tried lubricating the lever's axle, didn't work, it would still get stuck in the locked position.
