I had the same situation with my '96 since purchase and when I took it for service had it checked out and needed a new tank.Didn't get to look at the old tank which I should have asked to but was told a story when I asked why it happened about "when they did the body work on the fender they reinstalled the tank and cranked down too hard and "chink" so fluid would leak out of the passenger side headlight wiper until it got to that level.Cost me 95.00 for a new tank. All was well for three days until I noticed washer fluid leaking from the bottom lip of the front lower "spoiler" right under the fog lamp passenger side.I started to get wound up but was calm by the time I got her back to my mechanic and explained where she was dripping. He topped her off and determined it was a little plastic piece coming out of the side of the new tank which he apoligized for not using a new one when he replaced the tank.He said it was a 6.00 part.I really didn't get to inspect it before he sent it in the garbage can.But I was out of there in minutes.
