Hesitation & Very Hard Start, but runs great on highway

My 1989 9000S (non-turbo with 135,000 miles) is experiencing severe hesitation and hard starts. My very dedicated mechanic in Brooklyn NY has swapped in (and then out again after it didn't fix the problem due to the cost of some of these parts) has changed the following with no success:
1) Oxygen Sensor, 2) Fuel Pump, 3) Throttle Sensor, 4) Idle Speed Control. He also changed the Air Flow Meter but mentioned that the serial number shows it may be for a Turbo (he can't locate a non-turbo part at a reasonable cost) or it might be(?) defective. He also changed the plugs and wires and chemically cleaned out the fuel line. Any other suggestions or options I should consider before considering throwing in the towel.
The odd thing here is that though I stall at least 2-3 times getting out of my parking spot, and that the hesitation is really bad coming off a stop sign unless I'm really gentle on the gas pedal, that if once I'm on the highway the car runs pretty well (though the hesitation is still there if I attempt to accelerate strongly). Thanks for your suggestions.
