Asking for advice

Inspecting the engine bay I noticed an oil drip at the drivers front side of the engine where the exhaust manifold is bolted to the head. (Most to the drivers side, near the "corner")
One of the long bolts (drivers side)is broken and oil(?) seems to come out of that hole in the exhaust manifold and on top of the gasket at the same location.
Exhaust manifold and gasket on that location are just pressed to the head by the only one remaining long bolt. It was possible to tighten the remaining bolt, not to mutch being afraid of breaking it.
Two questions:
1) is an oil leak possible on that location? I see oil or what looks like oil but where is it coming from? I thought only exhaust gases are passing by there.
I have no blue smoke and no oil in the coolant.
2) how to remove the part of the broken bolt still sitting in the head?

It's an '97, 9K, 100K miles, LPT Anniversary automatic.
Never overheated the engine and I am a careful driver.
