The LH2.2 in your car has no codes. Not that it would matter much; turbo boost is controlled by the APC box (which doesn't have codes, either).
There are a lot of things that can cause base boost, so where you go from here depends a lot on what you've already done. There is a LOT of information on Base Boost in the archives.
Start with the easy stuff- are the spark plugs the right temp range and in good shape? Is the timing set correctly? What octane fuel are you using? Have you tried running premium and see if that works? Are you getting voltage (and ground!) to the APC solenoid on the radiator? Have you checked to see if the APC solenoid is 'switching' properly? Is the knoc sensor connected? Is the vaccum switch for the cruise control working properly?
Has the car ever run on full boost in your ownership? Is base boost something new?
The APC system drops to base boost based on most faults. So most blown fuses, broken wires, dead sensors, will cause base boost. But knowing what you've done already would help a lot.
