Parts falling out from under dash???

'92 9000 turbo 5 spd.
Ok, so I'm driving around town, and every time I depress the clutch, I hear a muffled clanking noise. Just about the time I think "hmmm... that might be a bit of trouble", I feel something fall out from under the dash (bouncing off my foot) and thump on the floor. In the process of making my way over to a place to pull over, 2 more things fell out.
The gravitationaly adgitated items turn out to be :
1 spring
1 metal bracket (approx 2 inches long)
1 metal pin with a round plastic (ABS) end.
Having looked around down there, I've found that the spring appears to have been attached to the clutch pedal, in a manner that I'm guessing was meant to ensure that the pedal returned to it's fully "up" position when the foot was removed. The braket and the pin keep the spring in place. Only, it appears that the bracket was welded to the framing around the brake pedal assembly.
Is this indeed where this stuff is supposed to be? What's it's true purpose? Is it really welded on (in which case, repairs become much more of a pain)? It doesn't look like it'd be disadvantageous in any serious way to just leave the spring, etc. in my toolbox, am I right about this?
