ACC fan goes from LOW to MEDIUM, no HIGH SPEED

I posted some details on this awhile back but wasn't able to solve the problem, and haven't had time to deal with this, but now it's so HOT, that I have to get caught up on my saab issues (which seem to be AC related these days in both cars, sigh).
HISTORY:
Last year my ACC II fan turned itself on HIGH on my 93 9000 CSE, higher, it seemed, then I'd ever felt it. Shortly afterwards, it stopped working.
I waited thru the winter and several months ago replaced the blower motor.
The fan now works, but only between LOW and MEDIUM, as indicated by the speed felt, and the indicator lights next to the speed buttons.
If I press the up button to go higher than medium, the light fails to light, and it it goes back to center position and remains and medium speed. I can only slow it down, so I live with it at medium, but now it's so HOT that it doesn't cut it.
I've read up on it at the towsend site, which has a diagnostic for non-functioning fan, and tells you to use the speed control to measure voltage, but my speed control isn't seeming to work, so I'm not sure that helps me out...
I'm wondering if I need the ACC control unit in the aquarium, part 4632477, or the control unit in my dashboard?
Anyone have this problem before and FIX IT?
Thanks,
aaron
