It sounds like an accumulator spring in the valve body of the transmission. Very easy to replace yourself.
I believe the kit is about $40 from Eriksson Industries. I would give them a call and describe your symptoms--they will be able to steer you through it. They are very willing to talk with folks, and no order amount is too small.
Another possibility could be the governor seals--your situation sounds similar to what was happening to my 91. I ended up shifting manually through the gears to avoid the harsh/delayed engagment (just for a day or so until I got the kit). Both the accumulator spring and the governor seals can be done with the transmission in-car, meaning, much, much lower labor costs.
Two more things--I wouldn't start putting lots of additives into the transmission fluid. Fluid is not the problem--the mechanical bits inside the transmission are. The Dexron III (or 4) ATF works just fine, as long as it is changed on a regular basis (say every 20,000 miles). Buck is also right about Lubegard Red being recommended by Saab for the 2-3 squawk, although it didn't solve it in my gearcase :-).
Lastly, take care of this ASAP. Drive the car as little as possible until you can get the transmission repaired. Continuing to drive with bad shifts will eventually cause total transmission failure. I'd rather pay $40 in parts than $1800 for a new transmission.
