power drop off at boost

This is a '93 9000 CSE Turbo. When getting up to full boost, there is a miss and a cut back in power, maybe about 50-75%. Backing off the throttle a bit, it will return to running smoothly and resume to normal power that I expect for the throttle position. This is intermittent, doing it more consistently when less than fully warmed up, but it does still happen sometimes on a fully warmed engine.
I'm thinking blow-off valve being sticky?
Maybe spark plugs? (They are relatively fresh, maybe 8k to 12k miles.)
