Alignment issues--suggestions needed

Had the '96 CSE aligned a few weeks back. Before the alignment the steering was a little vague and I knew it wasn't right. The shop said it was toed-in too much. Drove much better when re-aligned.
The outer shoulder of the tires was a bit rough, so having the toe adjusted made sense.
This week I get on the NY Thruway, get up to about 80-85 and begin to get a vibration in the steering. It varies with the road surface (and the Thruway has *lots* of surface variations!). Car tracks straight. I stop after a while and the shoulder of the tires is actually rougher than before. Seems to be about the same L and R, maybe a bit more on the left. Vibration hasn't really improved on the 800 mile round trip to Rochester.
Steering is fine. Wondering if I'm seeing a remnant of the old alignment or if I need to go in again. I go out there again Monday, so I'd like to get this done.
I might just have them swap the tires side to side (they are a direction pattern and require re-mounting).
Any thoughts are welcome. TIA.
