The SRS light comes on due to any of a bunch of faults in the system. The SRS goes through self-tests, and if any fail, you get the light. Without reading out the code(s), it could be a number of things.
Quite often I've heard of bad connections at the crash sensors at the front of the car. That can look like a bad sensor. Or the sensor is bad.
The steering wheel thing is the 'clock spring'. This is wound spring that electrically connects the airbag to the SRS system. If this spring breaks, there is no electrical connection to the airbag, and the SRS self-test detects this and lights the light. If you turn the wheel all the way one way and all the way the other a few times, listen for a 'click' from right behind the airbag. If you hear that click, chances are it's a bad 'clockspring.'
Any decent Independent mechanic with the right scan tools should be able to read out the SRS codes. And they should be able to replace the spring. Since it means playing with the airbag, it is good to leave it to professionals. I also believe you need to use the scan tool to reset the light after the repair, so you need a trip to the mechanic for that.
It may be the clockspring, but it could be a host of others. Reading out the codes is the first step.
