That's the field wire that goes back to the battery light on the dash. When you turn on the key you have 12v at the light end and ground at the alternator end and the light should be lit. Once the engine starts and the alternator is charging, you have the same voltage at each end and the light should go out. The insulation has flaked off on those I've dealt with. I just made sure the wire was intact and had a good connector and then taped it.
