What you describing is sound to me like ABS in work. Why it's engaging at low speeds-that's the different question.
ABS is a complicated system, but basicly it won't let you push the brake pedal all the way when it detects slippage-it's kinda pushing a pedal back.
One of your ABS sensors might be dirty and at low speed ECU doesn't get normal reading and thinks that wheel is locked thus pushing ypur pedal back.
Just my thoughts.
