E brake not engaging (long(

1988 9000T.
The emergency brake will not fully engage. On the rear are new rotors, pads and calipers, also new e brake cables since the old one ripped. What is the proper way to calibrate the e brake cables? Also, the e brake lever seems to be out of allignement laterally, it is very close to the drivers side of the console, i was thinking this may be the problem. Shall i try to find one at the junkyard and swap out that whole assembly?
One More: After i put the new calipers in, i bled them but it seemed like there was very little air if any in the system (I.e. Only spotted one bubble between both calipers, and the pedal was not going down at all with constant pressure when the fluid was being bled) now if i pump the pedal hard twice and let off the ABS and Fluid lights come on, but they turn off soon after, i persume this is becuase the accumulator just needs time to charge up again?
So any help on proper calibration of Emergency brake setup and should i re-bleed?
