In '95, Saab used a standard vacuum servo for brake boost. The earlier cars used the ABS pump to provide brake boost. So you can have a servo boost problem and the ABS system won't detect it. The ABS pump isn't the issue.
The first step is to make sure the vacuum line from the intake to the intake manifold is still connected, and the hose isn't cracked or worn. If the vacuum to the servo is OK, I would suspect either the vacuum servo, or the master cylinder.
