There is no relay. The steering column switch provides power directly to the pump motor.
You didn't mention the year of the car, but this was a particular problem on the older (say '88 vintage) cars. The pump takes a lot of current, and this would carbon up the contacts on the switch. I've had good luck in removing the switch, opening up the switch body, and cleaning the contacts. Be warned, the switch body is a prett complex plastic affair, and there are parts to lose inside the body. So you may end up replacing it.
The easiest way to check is to open the 'pod' around the steering column to access the switch. Then jumper the switch contacts to see if the motor runs. Also try putting 12 volts and ground right on the motor to see if it runs.
