There are a few different power 'busses' in a car. Some are hot all the time, no matter what the key position. Others are hot any time the key is On, others only when starting. Off of each bus there are a few fused systems. There is an industry convention as to the names of these power busses. The +30 bus is hot all the time, regardless of the key position.
The first thing I'd do is stick a meter on fuse 23, measuring voltage from the fuse to ground. Blade style fuses have a little gap on the face that will accept a meter probe, so you can measure the voltage. If the voltage there isn't at the battery voltage when the engine is running, then there is a problem in the wiring back to the power distribution bus on the side of the battery case. It's unlikely that there is a problem there, but it's the easiest to check.
If you're not getting good voltage to the ECU, I'd re-seat the connector. The ECU is on the left side of the engine compartment, under the horizontal plastic cover at the base of the windshield. I'd pop the connector off and on a couple of times - that action wipes the contacts clean a bit. If that doesn't do it, then it's time to check the voltage on pins 1 and 48 on the ECU connector - they should be 12 volts all the time. Then check the grounds - pins 24 and 25.
Most likely the problem is the connector is loose or the contacts dirty. After that, a power or ground wiring issue, again a bad splice or ground. Lastly, a problem in the ECU. But a problem in the ECU is expensive and hard to troubleshoot, so go for the easy stuff, like poor connections.
