I am not aware of that the TCS would stop the transmission to shift into 4th.
The only thing I can think of is if the car doesn't get up to speed in limp home mode so that the governor doesn't allow the transmission to upshift.
I had a Volvo 960 ones with a bad air mass meter that would run so crappy that the transmission wouldn't upshift. I was screaming down the street in second gear but it was still not be enough to get the transmission to shift.
As soon as I got a new AMM, the transmission was back to normal shifting patterns.
