92 9k Safety Bypass Valve (limp home)

My 92 9k 105,000 miles went into permanant limp home 3 months ago. Finally got around to working with it. I replaced the throttle body, it has stayed in limp home. Do you have to have it recalibrated before it will even come out of limp home?
Also, would the safety valve on the driver fender cause it to go into permanant limp home if it went bad? I know the one on the firewall would. I had already replaced it about a year ago. I checked both, the one on the firewall reads 30ohms. The one on the driver fender reads OL, I guess that means open. Does open mean it is bad? Could that be my main problem?
I found someone about 1.5 hr away with an ISAT, but no TECH II. Will the ISAT recal and clear all the codes if there is a permanant one in the system? I guess there is no way to clear them without a reader.
