There are two relays- a high speed and a low speed relay. The low speed relay drives the fan through the resistor. I'm assuming you jumpered the low speed relay - usually turning the fan on high from stopped blows the fan fuse. BUt I could be wrong.
You'll need a volt-ohm meter. First thing, with everything off, measure the resistance across the resistor. With most meters, it should look like a dead short. That's OK. The failure that would keep the fan from running is an open circuit.
If jumpering the relay works, I'd look at the thermoswitch, the part the PO replaced. Perhaps they did it wrong - either wired it in wrong, or the thermoswitch was defective. It does happen. If you pop the connector off the pigtail out of the thermoswitch, try jumpering the black wire to the blue wire. If the fan turns on, I'd suspect the switch. If the fan doesn't turn on, I'd suspect the fan low-speed relay.
