Had the same problem with my 88 Mazda, so maybe a similar solution. One of the fan resistors (the one with the most delicate wires) had broken. The resistors for speeds 1-3 were in series, so these fan speeds did not work. "4" did work, but still no AC. The AC circuit somehow (I can't remember that long ago) got its power from the 1-3 resistors.
Picked up a used resistor pack at a boneyard, added some ceramic cement to augment the minimal amount applied at the factory, and plugged it in. No problems for the remaining years I had the car.
