Had the same problem, it turned out to be that the lock linkage on one of the doors was rusted, caused the door lock solenoid to draw too much power and blow fuse.
Check it by manually opening each lock. If one is really hard to open and close by hand, thats your problem. Take off door panel and lube linkage, while you're at it, clean and grease the rail the window slides up and down on.
