First thing I'd do is spray some gasoline or starting fluid down the throttle body and crank to see if you get any type of fire. If you do, then confirm you have fuel at the rail. Crack loose the banjo at the fuel pump (but dont remove completely) and crank the engine. If you get a gas shower, you have fuel at that point.
if you know you have spark, compression, and you know you have fuel up to the rail, test injector pulse with a test light while cranking in place of one of you injectors at the electrical connector. Quickest and cheapest way to do it is to make your own with an LED and resistor. Just make sure to have the polarity correct.
Of course this will just confirm whether or not your injectors are getting a pulse signal (which I'd guess they are not if all the other conditions are met) Somebody else is going to have to chime in here because i'm not too sure how the logic of the old jetronic ECU's pulse the injectors. If I were to guess, start by checking the connection of the hall sensor on the distributor. I've had them go bad.
