97cse boost/idle problem

I have a 97 cse turbo 9000
problems :
uneven idle with ac on, when the as clutch engages the idle drops from
about 850 to 500 then goes back to 850, it doesnt overshoot
this is just a little anoying when sitting at a traffic light because every time it happens it shakes the car. if I turn the ac off it doesnt happen.
inconsistant boost: I never know how much boost I will get when I give the car gas.
if I am in 2nd gear under 2k I will get full boost every time and it will taper down to the mid orange by 5k
if I am in 2nd gear over 3.3k it might give me full boost but most likely it will be mid orange for aprox 2 seconds then it might suddenly jump to full boost
if I am accelerating hard from 2k in second then shift to third at 4-5k I will get only to almost the end of yellow in both 3rd and 4th gear
if I am in 3rd gear approx 2.5k It will jump to the middle of the red and then waiver back and forth between that and yellow, I can feel the car surge and lag surge and lag
I have replaced the bpc valve with a billet one and a viggen one, no difference
I have replaced the bpc valve several times until because it kept going away every month, I now have a new one (and I replaced the transistors in my apc unit as well)
any ideas ? I am thinking of going with a manual boost controller but
I really wish I knew what was going on first, I have had several other saab turbos and none have ever acted like this.
