Thanks to the board, I pulled down on the seat material at the base of the headrest(from kneeling position facing rear of car).
I located and removed the bolt that stops the headrest from pulling off the seat.
Then I squeezed from both sides of the thin metal clip on the shaft of the headrest and the headrest was free of the seat.
Then I drilled a hole in the headrest shaft and drilled a hole in the plastic rectancular box in the seat (into which the headrest shaft slides).
Then I slid the headrest back in and lined up the holes and put a small screw in.
