Usually symptoms like that are caused the a bad starter solenoid, but since it didn't change when you replaced the starter, I'd assume that's not the problem. If you connect a jumper from the battery directly to the terminal on the solenoid (should be a yellow wire), the engine should crank.
If it still just clicks, check the voltage right at the starter, from the body of the starter to the battery cable, while you try again. If the voltage doesn't drop much and it still just clicks once, then maybe you got a bad replacement starter. If the voltage drops below 10V, then you need to track it back through the connections to the battery, and see where you're losing it.
If the battery is really low, you could possibly get just a single click because it can't supply enough current to pull the solenoid in fully.
The intermittent description you give makes it unlikely though, still seems most likely to be a bad solenoid contact.

Rapid clicking is caused from the solenoid pulling in, then releasing as soon as the starter engages, because the voltage then drops below the release point. After the solenoid disengages, the voltage rises enough to pull in the solenoid again, and the fun continues anew.
