European headlights are not "brighter" than US DOT headlights. E-code lights make more effective use of the light pattern and project that light pattern onto the road in a very useable manner.
The common achiles heel for many lighting systems (ironically, in European cars in particular) is the age, quality and grounding of that system. In many cases, a US DOT lamp wll provide more output in conjunction with an upgraded wiring system than an e-code light with the stock lighting wiring.
That said, get the E-Code headlights when in doubt. A nice Hella FF driving lamp wouldn't hurt either.
