Matt,
I had idle problems with my '95 Aero with the Traction Control System which were mostly caused by a bad Electronic Throttle Body, specifically worn contacts on the stepper motor which drives the throttle valve. If your car does not have TCS and thus an electronic throttle valve, the automatic idle control valve will be responsible for controlling idle and that's the first place I would look. You might have some luck by just cleaning it out with solvent but if that doesn't work and you've checked everthing else, I would buy a new one instead of a used one at the junkyard.
