I will be doing the E-code upgrade, I wasn't sure if the rest of the wiring needed to be as well since it looked like they put the relays within a few feet of the headlights.
In general, European car mfrs tend to use dozens of feet of 18g wire between the battery and the headlight. This usually results in a decrease of close to 60% in addition to the poor light beam pattern that is thrown from the lens itself. E-code lights obviously throw a better beam pattern, but you still need to ensure that the wiring is up to the task of getting the wattage to the lamp.
Coming from the guy that used to have a Scirocco 16V with e-code lights and 440W of light on high beam (from all 4 lamps).
