I have the same issue with my 94 Aero with TCS. The cruise sends a signal to the electronic throttle body, so there is no cruise control motor, so no need for vacuum lines. My cruise works, but it is so jerky and inconsistent it is unusable. I have replaced both pedal switches without success. I have also changed out the TCS brain (my son has a 94 TCS car too) without any success. The manual shows there is a cruise control brain below the steering wheel by the central lock brain, but I haven't been able to find it. Hopefully someone will have some solutions for us.
