ACC indicator lights, how are they supposed to work?

If the temp is set to LO or HI, the fan indicator light will only light next to the low fan speed button, regardless of fan speed being raised to medium or low.
If the temp is raised to 68F, the fan indicator light will light next to the high speed button, but the fan won't go to high speed, it sticks at medium somewhere.
New blower motor and fan controller, and I'm trying to determine if the ACC lights are operating normally, to help determine if my ACC unit is bad...
